At a meeting of the Committee on Constitutional Legislation, the Judicial System, and Law Enforcement Agencies, systemic solutions for road safety were discussed: infrastructure development, driver training, prevention, and interagency coordination.
Arystan Masanov, director of KazSRIRS LLP, gave a presentation entitled “International experience in combating drunk driving: from law enforcement to risk management.”
The key message is simple: safety is not just about punishment after a violation.
It is about managing risks before a tragedy occurs.
Global practice shows that the most effective countries are moving away from the “catch and punish” approach
towards the Safe System approach, where the system minimizes the consequences of human error.
This means:
• high-quality driver training
• speed management
• safe infrastructure
• technology
• responsibility of all participants
Road safety is not just a task for the police.
