Road Safety Audit (RSA)

An independent expert review of a design or a road: which decisions may lead to crashes and severe consequences, and how to correct them before construction or repair.

+7 702 823 33 33

The client's task

To find safety problems while they are cheapest to fix. At the design stage a mistake is corrected on the drawing, after construction - by rebuilding.

The audit is carried out by specialists who were not involved in the design, so the review is independent. The auditor does not redesign the scheme but shows where the risk lies and proposes how to reduce it.

Who it is for

  • Clients for road construction and reconstruction
  • Design organisations - to check solutions before the expert review
  • Akimats and road departments before repairs to streets and intersections
  • International development banks - as part of road projects

Stages at which the audit is carried out

  • Feasibility study and preliminary design
  • Detailed design
  • Completed construction before opening to traffic
  • Reconstruction and repair of an existing road

How the work is done

  1. 01

    Defining the scope

We agree the scheme, the design stage and the set of documents to be provided by the client.

  2. 02

    Design review

The auditors examine the design solutions and input data: plan, profile, intersections, traffic management and pedestrian facilities.

  3. 03

    Site visit

A visit to the section by day and, where necessary, after dark: visibility, sight lines, roadside, pedestrian routes.

  4. 04

    Audit report

A list of findings: what the risk is, who is at risk and what should be changed. Each finding comes with a photo or diagram.

  5. 05

    Closing out findings

The client and the designer respond to each item, and the auditor checks the changes made.

What we need from the client

  • Design documentation at the current stage
  • Terms of reference for the design
  • Design speed and traffic volume data
  • Crash records - for reconstruction of an existing road

What affects time and cost

  • Design stage and volume of documentation
  • Length and complexity of the scheme: intersections, settlements, bridges
  • Whether a site visit after dark is needed
  • Number of rounds of review of the designer's responses
