Safer Roads Investment Plan

A list of countermeasures for specific sections with estimated costs and expected effect: how many lives and serious injuries each solution will save and in what order to implement it.

The client's task

Funding for safety is always limited. The investment plan shows which countermeasures deliver the greatest effect per tenge invested and helps justify the budget to management, the akimat or a development bank.

The plan is based on the results of an iRAP assessment, so each solution is tied to a specific section and to the risk for a specific group of road users.

Who it is for

  • Committee for Roads and regional departments
  • Akimats - for city safety programmes
  • International development banks - for loan preparation
  • Road owners planning reconstruction

Countermeasures considered

  • Median separation
  • Safety barriers and shoulder sealing
  • Roadside improvements
  • Pedestrian crossings, refuge islands and footways
  • Street lighting
  • Intersection improvements and speed reduction measures

How the work is done

  1. 01

    Assessment data

We use the iRAP assessment results for the sections or carry out the assessment as part of the work.

  2. 02

    Countermeasure costs

We agree with the client the cost of typical works based on local rates.

  3. 03

    Estimating the effect

For each countermeasure we calculate the cost, the fatalities and serious injuries prevented and the benefit-cost ratio.

  4. 04

    Scenarios

We develop plan options for different budgets and timeframes and show the Star Rating before and after.

  5. 05

    Report and support

We hand over the plan and the materials to justify the budget and support implementation.

What we need from the client

  • iRAP assessment results or the data to carry one out
  • Local rates for typical works
  • Budget and time constraints
  • Repair and reconstruction plans for the network

What affects time and cost

  • Whether iRAP assessment data are already available
  • Network length and number of sections
  • Number of budget scenarios
  • Whether implementation support is needed

For economic calculations the Institute has its own development - the "Express Methodology for Calculating the Average Statistical Value of a Life Lost in a Road Crash", entered in the State Register of Rights to Copyright Objects in 2024.
