A continuous survey of the road using the international iRAP methodology: a Star Rating for every 100-metre section, a risk map and a countermeasure plan with economic justification.
To understand where on the road network people face the highest risk and where to invest to reduce fatalities and serious injuries.
The assessment is based on the design of the road itself, not on statistics of crashes that have already happened. It is therefore suitable both for new sections with no statistics yet and for comparing roads on a single scale.
We define the list of sections, the road user groups and the deliverables: Star Rating only, Star Rating with a risk map, or a full package with an investment plan.
The route is driven with continuous video recording linked to coordinates. At the same time we collect traffic volume and speed data.
iRAP-accredited specialists record more than 50 road attributes for every 100 metres: median separation, lanes, shoulders, roadside, intersections, crossings, lighting, safety barriers.
The data are processed in the iRAP software. Star Ratings are calculated separately for vehicle occupants, motorcyclists, bicyclists and pedestrians, together with estimates of fatalities and serious injuries.
We select countermeasures for each section, calculate costs and expected effect, and hand over the report and data to the client.

A project to implement the iRAP methodology in Kazakhstan. The network was surveyed with a specially equipped vehicle and road attributes were coded every 100 metres; based on the coding, sections are given a Star Rating and an investment plan is prepared.

Under the project, specialists from road organisations were trained to implement the iRAP methodology in five modules, from on-site road inspection to analysis of results. The Institute held a separate seminar for heads of government agencies.
