Senate of the Parliament of Kazakhstan discusses one of the most pressing issues - road safety and road crash prevention

At a meeting of the Committee on Constitutional Legislation, Judicial System and Law Enforcement Agencies, members discussed systemic road safety solutions: infrastructure development, driver training, prevention and inter-agency coordination.

Arystan Massanov, Director of KazSRIRS LLP, presented a report entitled "International experience in tackling drink-driving: from law enforcement to risk management".

The key message is simple: safety is not only about punishment after an offence. It is about managing risks before a tragedy happens.

Global practice shows that the most effective countries are moving from a "catch and punish" logic to the Safe System approach, in which the system minimises the consequences of human error.

This means: • high-quality driver training • speed management • safe infrastructure • technology • responsibility of everyone involved

Road safety is not just a task for the police. It is a measure of the maturity of the system, the state and society.
